CFLA and EU fund calls
Open project calls for companies run by CFLA (Central Finance and Contracting Agency), e.g. support for entering capital markets, as well as planned calls.

How it works
Don't sign contracts with or pay suppliers until we have checked the programme rules. In many programmes, costs incurred before applying are not eligible.

- SubmissionYou submit the application (e.g. at liaa.business.gov.lv), or we do it with your e-signed power of attorney. You prepare the de minimis form in EDS (the State Revenue Service's online system) yourself.
- After the decisionIf support is granted, we can help with reports and payment claims by agreement.

The eligibility check is free. If you qualify, we give you the estimated amount of support and you choose one of three pricing options.

+ 3 % if successful, after LIAA pays out.

Important: our fee is not an eligible cost under LIAA innovation vouchers or the export support action plan, so LIAA does not reimburse it and it is not included in the project budget. For vouchers, the success fee is due within 14 days after LIAA has paid the service provider; for the export plan, within 14 days after each LIAA payment, in proportion to the amount paid out. We do not guarantee that support will be granted: the decision is made by the support provider. Prices exclude VAT.
Frequently asked questions
Do you guarantee that support will be granted?
No. We help you submit a complete application that meets the programme's requirements, but the support provider makes the decision, and programme funds are limited.
Does the grant cover your fees?
Usually not. For example, in the LIAA export plan and innovation vouchers, consultant fees are not an eligible cost. In rare cases (e.g. LIAA support for preparing EC projects) outsourced services may be eligible under certain conditions. We check this for each programme separately.
Can I start the project before the application is submitted?
Be careful. In many programmes, costs are only eligible after the application is submitted or after the decision. Don't sign contracts with or make payments to suppliers before we have checked the programme rules.
What is de minimis and why does it matter?
It's the EU ceiling on aid to a single undertaking (together with linked enterprises) over a three-year period. In many programmes the support is de minimis aid, so we check how much headroom you have left. The company creates the form itself in the State Revenue Service's EDS system.
Who submits the application?
Usually you, e.g. at liaa.business.gov.lv. If you prefer, we can submit it with your e-signed power of attorney. Do not give us your passwords or e-signature tools.
Do you write applications from a template?
No. Every application is written from your company's facts, and a person reads it in full before we hand it over to you.
Our company is new. Can we apply?
It depends on the programme. Some (e.g. the LIAA export plan) require turnover in the previous year, others don't. We'll tell you during the eligibility check.
